Child’s Shared Albums Toggle Greyed Out

We’ve enabled parental controls for our child’s iPhone. Her Shared Albums toggle is now greyed out, and she can’t see any of our family’s shared albums - but we want her to be able to access them. We already set the Photos app to “Always Allowed” on her phone, and we’ve tried removing and resending the Shared Album invitations, but nothing works. How do we enable the Shared Albums toggle on her phone so we can turn it on to give her access to our shared albums?

P.S. I’ve already read the “directions” posted elsewhere in 2021 on Apple Discussions for this issue - they don’t work.
