I have an iPhone 6xs max running iOS 15.1 bought in the USA. I recently was given a newer phone and I want to give the 6xs to a friend who lives in Germany. Will it be compatible/usable or does the phone need to originate in Germany?

If the phone is carrier locked, you will need to get it unlocked so it can be used by a German carrier.

Are you sure what the model is? There is no "6xs max".
However, there's no particular reason why not. There might be some limitations if it needs any servicing, but it should work as a phone and for most of the functionality.
Also after you make sure it is carrier unlocked, do this:

Correction: I read the information from the phone wrong (added the 6) and the device info is: iPhone XS Max.
