I got the iPhone 13 pro a few months ago. My Siri has never worked since I got it. My settings are correct.
Specifically “hey Siri” does not work. Also when I hold down the side button, I am able to get a hold of Siri. However the sound does not work. I can see her visual responses but cannot hear anything. Attached are my settings. (hoping to avoid another trip to the Apple store for this phone)

We noted in your screenshot that in the "Spoken Responses" section the "Only with "Hey Siri"" option is chosen. If you would like to always hear Siri speak in response to you then you will want to change this to "Always".
With regards to "Hey Siri" not working, this page has some suggestions to help resolve that: If "Hey Siri" isn't working on your iPhone or iPad - Apple Support
Here are some of the steps from there that may help:
Check if "Hey Siri" is on
1. Go to Settings.
2. Tap Siri & Search.
3. From here, make sure the following settings are turned on:
•Listen for "Hey Siri"
•Allow Siri When Locked
If that doesn't help, try the suggestions from the "Set up "Hey Siri" to help Siri recognize your voice" section on the same page.
