All contacts from another family member appeared on my mobile devices. What can I do to remove them and return to just my contacts?

Likely it happened as muguy suggests. Your solution is to have the other person create an Apple ID for themselves and to not use your Apple ID. Have them do this first before they start deleting things from your account. They likely now see your contacts on their device and since your two devices are now linked, what somebody does on one will happen on the other device too until you get them separated.
