Contacts sync from your email accounts. If you share an email account the contacts from that account will appear on both phones. You can go to Settings/Mail/Accounts, tap on the shared account and turn off Contacts.

We are not sharing an Apple ID. He has an android phone. I have several email accounts in my phone and I’m not sure if that’s how his contacts got in. They are listed under all contacts not my iCloud contacts.
The usual: stop sharing the same Apple ID.
One of you will get to migrate to a different Apple ID, if you are sharing an Apple ID.
