I have 2 iPhones and a iMac. I have separate iclouds for each phone. One of those iclouds is used for the iMac and one iPhone. I create files from both iPhones and the iMac, and wand to be able to access those files from either device. How do I do that?

Ideally, use the same AppleID account on both devices.
Any device can be connected to one, and only one, AppleID account at a time. To access files on the other AppleID, you'd need to log out of the first account and re-login under the second account.
To adjunct to this is Family Sharing, where AppleIDs in the same 'family' can access certain resources, and can share iCloud Storage space. That might be the solution - add your two accounts to the same Apple Family account.

Your best option is to use the same Apple ID for all devices but I assume you have a reason not to. eg the other phone is your partner's.
