Ok my friend gave me her old iPad. I can not get a Apple ID. It says it’s locked
My friend give me her iPad and I can not sign in on my Apple ID that is the same as my iPhone apple id

Your friend did not prepare the iPad appropriately for a new user.
Give her the iPad back and have her follow these directions --> What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
If she is unable to do this, you can't use the iPad.
