PDF’s saved in Books that went to iCloud recover

How do I recover PDF’s that were on my iPhone in the books app but went to the iCloud?

If you cannot see the pdfs go to Settings > Books > iCloud Drive and turn it off and on, or go to Settings > [Your Name] > iCloud > Books and turn if off and back on.
