Well, as i said did everything recommended on If you can't make or receive calls on your iPhone - Apple Support.
Also contacted my carrier but they insist that everything is ok on their side.

Visit them, maybe the SIM card is damaged, ask for a replaced (new) card. Normally it is free.
Check if the SIM tray is bent, as even a tiny misalignment can cause the SIM card to not fully connect with the internal contacts in your iPhone.

Thanks for the reply. I tried all the steps but still stuck.
It seems that the error occurred after update to iOS 15.6.
In settings, it displays cellular error. When i go to cellular the following message is displayed:
"An update is required to use cellular data on this iPhone."
However, the phone has the last update: 15.6.
Please note that the problem is not only with cellular data, but also with calls, from the iPhone and to the iPhone.
When i try to make a call, i get "call failed".
Also contacted the carrier, but on their side everything seems to be in order.
