MMS message needs to be enabled

Trying to send pictures to a none iPhone from a 13 and its mms needs to be enabled

iPhone 13 Pro Max, iOS 15

You need MMS enabled by your carrier and in your Settings. See the Pic below

But I cannot figure out how to do this. Or is this something the recipient must do?
