Boot up
I have tried everything on my ipad with the directions above and I can't even get my ipad to boot up. All I see is a flashing apple. I even tried the pin hole reset and that didn't work. UGH

First, no model of iPad has a hardware reset button with a “pin reset hole”. The only opening into which an object should be inserted, other than the Lightning or USB-C port, is the SIM-eject found on Cellular models of iPad.
If you have attempted to insert a pointed object into any opening of your iPad, you may have caused damage.
As for your actual problem, begin by connecting your iPad to its Power Adapter and allow the iPad to charge undisturbed for at least an hour - or preferably overnight. This step is advised as a battery with very low charge, or is failing, may produce symptoms that emulate a boot loop.
If the problem fails to stabilise, whilst still connected to the Power Adapter, attempt a forced restart of the iPad:
