HDMI pass through
Once I connect the eARC ports ...TV to Soundbar... can I connect my AppleTV to the other HDMI port on my Soundbar or must it connect to an HDMI port on the TV?

If your soundbar has HDMI-in and HDMI-out, then either way can work:
Apple TV →[HDMI]→ TV with audio passthrough →[HDMI eARC]→ soundbar
or
Apple TV →[HDMI]→ soundbar with video passthrough →[HDMI eARC]→ TV
If you have multiple HDMI media boxes connected to your TV, then you may prefer the first.
If your TV doesn’t do eARC, but regular ARC instead, then you may prefer the second.
