Exchange account stuck on "automatic reply" "Loading..." won't load any data

I'm on an iPhone X running iOS 15.6. When I try at add my work's exchange account to the phone, it goes through the process of adding the account just fine, but it won't actually load any items (mail, calendar, etc). I tried several things to no avail: deleting the account and then adding it again; I added the account to my wife's phone (same model and iOS release) and everything went through and loaded item just fine so I know it has to be my phone specifically, I just completed a full hard reset and data wipe then reloaded the backup I made with the exchange account deleted from the phone. Still, when I add the account back I get the same problem and the "automatic reply" field says "loading...".

A general google search shows that others seem to have had this problem but most of the posts are several years old and the answers are either outdated or suggest doing the things I've already tried. Does anyone else I have a possible solution to this problem!?!
