mac pro 6,1 6.1 trash can graphic card memory hole , maxed out

Hi, my activity monitor consistently shows one of my D500 graphic cards using all of graphic card's memory when the computer is idle with no major applications running. I have occasional sluggish performance when using some apps. I'm running 3 apple cinema 30 inch displays off of the one card (by apple's design). The 8 core CPU are hardly being used. Running Big Sur 11.6.5. I understand that 11.6.5 update was supposed to fix a safari memory hole issue which I was experiencing. The excessive system RAM (not graphic card ram) was fixed. The update install was a little weird as I had a non-apple like pop up during the install which I ignored.

Any idea how to fix this?

Mac Pro, macOS 11.6
