The website blocked you. That’s the HTTP 403 error.


Quite possibly because this iPad is unable to run more recent iPadOS, and thus unable to update to a newer Safari.


iOS 10 is ~six years back, with the last updates ~three years back.


Your options are a newer (used, refurb) or new iPad, and any recent iPad will be substantially more capable.

With the impending arrival of iPadOS 16, you will likely want to choose a newer or new iPad from among these models:
