Why can't access Apple fitness app in Sri Lanka

I'm using an iPhone in Sri Lanka I can't access the Apple Fitness application iTunes AppStore. Why can't Sri Lankan people access this application? Most people in Sri Lanka can understand the English language. Also Its impotent well-being in Srilankan peoples. Please provide access to use Apple Fitness application for Sri Lankans
