I have a solution to a User Question, but cannot reply because the reply button is greyed out.

How can I overcome this limitation?

When you see this at the top of a page, it means the thread is locked and is no longer accepting replies.
Regarding a question post, it may be locked, like dialabrain wrote.
Have you confirmed that you're logged in? Does it persist for all threads or just certain ones?
If a question is locked, you can't reply to it any more. At any rate, the user seems to have solved the problem (last post).
