A self-assigned IP address means that there is no local DHCP server for an IPv4 address, and no IPv6. That can be benign.

HotSpot requires carrier support. Confirm that with your carrier.

If there’s an add-on first-few-hops VPN client around, remove that, restart, and try again.

And given you have “tried everything” posted around here already and cannot get HotSpot to work, best contact Apple Support. Use the Get Support link in the upper right corner of this webpage.

Which of the following are you doing:

1. Using your iPhone as a Personal Hotspot to provide wireless Internet access for the MacBook Pro (MBP)?
2. Using the MBP to share its wired Internet connection as a wireless network for the iPhone?

In addition, what have you tried, so far yourself, to resolve this issue so that you don't try offering potential solutions that may not have already worked for you?
