Apple ID change and verification

I have a new iPhone, SIM card and phone number. I am trying to change the previeous phone number and verify the new phone number with my Apple ID. The call and text options are not sending me a six digit code. Placing phone calls and sending iMesseges/SMS does work on this phone.

I have browsed the Support site several times and there is no way for me to contact someone at Apple via phone or chat. It may have something to do with me living in Panama.

Does someone have a fix to the Apple ID new phone number change/verification problem? Do not post basic information on how to access my settings in iCloud and change the phone number there.
