A13 Bionic chip in iPhone SE

It's has been going through my head multiple times a lot. What happens to the A13 Bionic chip when in low power mode? As in if there was any reduction in neural engine cores? Does the P cores are slightly active along side with the E cores?

iPhone SE, iOS 15
