I recently purchased a used iPhone 13 that is locked … it says to get ahold of previous owner and have them remove the phone from their iCloud because they have used find my phone . How can I get past that if I can’t get ahold of the previous owner to have them remove it ?

Return the phone for a refund. It is likely stolen. The phone is useless unless the original owner removes the lock on the phone.

Sadly, this iPhone can not be unlocked without the Apple ID passcode of the original owner, I would recommend that you look for contact info on the phone and try to return it to the original owner.
