Why is there an option for staff to do anything on a personal laptop and personal Apple ID? How do I remove this option? Not a managed device.

Because all users are in the staff group.
There are three levels of POSIX permissions, user, group, and other (everyone). Files and folders can be in a group, or not.
You can remove the group in the Get Info window, Sharing pane.
The files inside your home normally will not have a group set. The home folder and the Public folder will have the group set so that other users can view the user’s Public folder.
Because all users are in the staff group.
