When trying to finalize purchase on safari sites, it will not redirect to the paypal page to finish the transaction.

I updated my phone to iOS 15.6 a few days ago. Since then, I cannot use paypal to purchase anything through safari sites. It is every site I have tried. I get to the checkout screen, tap paypal, it starts to redirect me to the paypal screen to finalize the payment, but goes back to the website. I have deleted the paypal app & reinstalled, verified paypal as a payment option in my settings, closed out all apps, cleared my browsing history, turned my phone off, etc. it seems to be related to the update since I had no issues before I updated my phone. What did it change? And how do I fix it!
