• Be sure Settings > Focus > Share Across Devices is enabled
• Next, see if Settings > Privacy > Focus > Messages is enabled
• Then, see if Settings > Messages > Focus also displays as enabled

If you have other devices signed in with your Apple ID, verify these settings there as well. Then check the switch again.

If that doesn't explain the issue, do you have a managed profile on your iPhone in Settings > General > Profiles & Device Management. If the device is owned by your company or school, you may have this.
