why doesn't it restart when I hard restart the phone is just blinks the apple logo.

Why does my phone just blink the apple logo it shows me the apple restore page then when I go to the apple restore page it tells me to hard restart it and when I do this it just starts blinking the apple logo.

how do i get it to show me update or restore? my phone has been stuck on the apple logo for 14 hours now... I am trying to fix it.
