How Can I Change System-wide Gray Text to Black

Ever since Sierra at least, text that in earlier OS versions was black on white is now gray on off-white. This appears to be a system-wide default for all applications. I find this very difficult to read. I tried increasing contrast in accessibility but it doesn't help. What is the point of this "improvement". What was wrong with black on white? Is there any way to change it back?
