is anyone able to tell me what this sticky foil in the middle is (circled)

it’s black one side and foil on the other?

I have had a problem, after a battery replacement where the iPad just turns itself off and only comes on when it is plugged into a power source.

You appear to have an iPad that has had an unsuccessful repair with non-Apple components - evidently performed outside of Apple’s network of Authorised Service Providers (AASPs). As for the internal state of your iPad - and any new faults that are likely to have been introduced - you’ll need to consult whoever it was that performed your battery replacement.

Unless repaired by Apple or an AASP, you will have forfeited all support from Apple - who will now decline to offer any assistance. Be aware that iPad contains no user-serviceable parts. Opening the iPad will void any and all remaining warranties.

Internal flexi’ connections are often foil screened - and stabilised/secured with adhesive to other internal components. What you see is evidence of incorrect and/or clumsy disassembly that has more than likely damaged associated components.

What you have is an iPad whose internal integrity has been severely compromised - either by the unauthorised repair, or through subsequent disassembly. Either way, you’re now on your own.

Other than referring you back to whoever attempted to replace your battery - and stating the reality of your current position, no other guidance can be offered within these Support Communities - as to do so would likely transgress the ToU that governs participation within Apple’s Support Communities.
