Do iCloud accounts get disabled after a certain amount of time of inactivity?

I work for a large company and one of our branches creates apple ID's for their end users. When creating the apple ID's they create iCloud email addresses. The end users never use the iCloud email address as it is only used to activate an iPhone with our MDM. After X amount of time these iCloud accounts get deactivated. Is this something Apple normally does as this is the only branch that sees this happening and the only one that uses iCloud accounts?

iCloud accounts do not get automatically deactivated by Apple for any reason.


Account owners can request deactivation, Apple on their own will not deactivate the account without user intervention:

They may be disabled if there's a problem with any associated payment method, but are never deactivated.


While disabled, purchases cannot be made in the iTunes and app stores with that account, but access to the account is not restricted. You can always log in and access an iCloud account.


What error message are they getting when trying to access them? What makes them think they are deactivated?
