Why does my phone only have 5 GB of storage when I bought 64 and it says that’s the capacity. If it has the capacity of 64GB why does it only allow me to use 5.

Your iPhone storage (64GB of which 3.77GB is still available as per your screenshot) is different from your iCloud storage. Apple gives free 5GB of iCloud Storage. If you need more, you will need to subscribe.
