i cannot find the option to "add cellular data " plan on my iPhone 13 pro max. hence i cannot add eSim even though my network (MTN) supports same. i have tried all the troubleshooting options to not avail, including reseting the network settings. the option is still not showing

Yes but if it was bought in or from a Chinese source it could be dual hard SIM and the option would not be there.

No, its one sim.
