The last version of Pages for macOS High Sierra 10.13.6 would be v8.1. If you have ever downloaded and installed Pages from the Mac App Store, launch the latter, sign-in with the same Apple ID as before, and then press the Option key while clicking the Purchase tab.

You should now have an Update button adjacent to a Pages icon. Click Update and you will receive a dialog indicating that you need a newer version of macOS to install Pages. Acknowledge that dialog, but do not click Cancel. After that, you will receive a second dialog offering to install the last compatible version of Pages for macOS High Sierra. Acknowlege that too, and wait for the installation to finish.
