Yes, because the cable for your iPhone 7 has a Lightning port which the iPhone 13 can accept. Now, with regards to charging, you may not get the fastest speeds available unless you use the USB-C to Lightning cable that comes included with a new iPhone 13 and a power adapter that accepts USB-C.
