IPhone 13 can't download my notes.

I have 2 iPhones 7 and 13

I can see the notes in the iPhone 7

but not in the iPhone 13?

I check the icloud and if I go to the left

part of the icloud I see the notes

Why they are not downloading to the

iPhone 13?
