Goldman Sachs cannot verify my identity - Virginia Drivers License.

Is there another way to get an Apple card? I've tried multiple times, I had a previous card issued with Barclays (ten years ago?), I have excellent credit. I called the number presented to me when I was trying to finance a new purchase, and was told credit problems couldn't be resolved over the phone.
