My backup data from iCloud did not recover fully

I buy new phone and sign my Apple ID but my data from iCloud was not fully recovered

That isn't how you restore from your icloud backup, assuming you have one do this Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
