activation code sent to inactive number

my iPhone is locked and its asking me for my iCloud account and password. I have my iCloud account but I don't have my password. When I try to reset it on another device it send the verification to my inactive iPhone?

Do you have the choice of "Didn't receive the code" or a similar option where you are supposed to enter the verification code? After selecting that, I think you have the choice, "No longer use this number" or something similar...
