"Your Account is disabled in I-tunes and the app-store" error on iPhone X

I cant use the app-store " Your Account is disabled in I-tunes and the app-store" I tried changing my password and logging out and then back in but still the same result. I have a new I-phone X

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
