if it says 'open' then it IS downloaded to your iPhone.
If you swipe left all the way to the end, you'll find the App Library.
If you tap in the search field or swipe downward, you'll see an alphabetical list of your apps. Tinder should be there.
Along with the App Library when it was introduced came a feature called 'Removing' apps. If you remove and app, it's different than deleting apps. Removing an app takes if off your Home Screen, but it's still downloaded to your phone and accessible from the search bar (like you're showing) or from the App Library.

- You can delete an app from your Home Screen by tap/hold on the app icon, when the menu pops up, select Remove App, then in the subsequent menu select Delete App
- You can delete an app from the App Library by locating the app and tap/hold, select Delete App.
- You can delete an app by navigating to Settings > General > iPhone Storage > [app name] scroll all the way down to the bottom and select Delete App.

Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps
make sure that's set to 'Allow'
