I can not remove apple cash payment method and i cant make icloud+ to normal icloud storage!

I can not downgrade my icloud storage to the normal deal! please help!!! and i cant remove apple cash cause its saying i have a subscription on it when i dont! but i think its the icloud storage + . Please help!! Cause i can't buy anything with my apple account balance because its the apple cash method when it doesnt have any cash and i cant remove it!! so please help me get the icloud + to the normal icloud storage. please help!
