I can’t make calls or send texts or even turn off my phone what is going on with my iPhone

What did you do just before this problem occurred? Can you access anything on the iPhone? If so, you can go to Settings>General, then scroll to the bottom and tap on Shut Down. If iMessage, check Settings>Messages>iMessage, make sure that is turned on and activated. If SMS/MMS, then contact your carrier. SMS/MMS is a carrier feature and they need to troubleshoot that issue.
