What is the padlock and circular arrow icon on iPad?

I now have a small icon to the left of the battery percentage number at top right which is a padlock surrounded by a circular line with an arrow at one end. Can someone please explain what this is. It wasn't there originally but now never goes away.

I found that my SIM card was not enabled for roaming but the operator says he has now enabled roaming.
