Here are the instructions for restoring iPad

Restore your iPhone, iPad, or iPod to factory settings - Apple Support

If you want to restore from a backup

Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

Problems:

If you can't update or restore your iPhone or iPod touch - Apple Support
