You do not have r/w access to your Signed/Sealed System Volume...this goes back several macOS's

Big Sur/Monterey use this snapshot of the current system for its SSV (Signed System Volume ) w/ strong cryptographic protections to store system content .
Your user Volume is the Macintosh HD - Data with r/w access
you can see this more clearly from the Terminal.app
