I have forgotten my MacBook Air login password, when I enter a password I don't get the options to reset, but a longer time between password entry (now 15 mins)
Ok. Sounds like needs communications to the internet.
Do you possbly have an ethernet dongle so you can connect it “wired” ?
It apparently doesn’t have comms via WiFi.

I have followed the instructions, and get to the point where I have to deactivate, but twice now it has said activation lock server cannot be reached
Any suggestions?
I do, but I tried a couple more times and it worked thankfully.
I can only assume the server registers (and deregisters) all devices and hence could be busy
