I don’t have a Mac computer or any computer or laptop. I only have the iPhone X and a iPad. How can i fix my iPhone X with the following message: support.apple.com/iPhone/restore from my iPad?

If you forgot your iPad passcode - Apple Support
if you do not own a computer then you need to use the computer of a
friend/relative/public library or computer store
