Stolen Iphone

Hello, my iPhone was stolen, I have reported the theft to authorities with full details of its location. However, now when I log into the iCloud/ find my phone, no location nor my phone is appearing on the map and it says that all devices are offline. Can I ask why is says that. Moreover, I only got access to a limited number of my photos on iCloud, can I know why and is there a method to have access to all my photos on my stolen iPhone. Thank you
