how accurate is find my device location when device is off

Not very accurate if the device if off. In fact, Find My cannot find an iPhone which is powered off or not connected to a network,. It may show its last location when it was powered on and connected to a network. But once powered off, if the phone is moved, it will not be able to know later location(s).
