Unable to change Country/Region to add a new Payment Information to my Apple ID
I am unable to change my Apple ID country to add a new Payment Information because I have $0.14 on my account that I am not able to spend. I tried downloading Apple Support app to talk to a person to assist, but apparently this is not available in my country. I am trying to figure this out for over an hour to pay for my Apple Music subscription. I don't know why Apple tries to complicate this process. Incredibly frustrated.
Is there any way to solve this?
