Scan only no paste option in some apps but not others iPhone and IPad

When I try to copy a photo and paste it in another App on my iPhone and IPad. I am successful with notes but it doesn’t work with WhatsApp or other apps. All I get is scan text option. I use the drop down menu that you would use to send the photo.
