Notes app
Is there a way I can use the notes app when scanning a photo to save or send it as a png or jpg?

In the Notes app, tap the camera icon then scan the photo.
However the image is always saved as a pdf.
You would have to use the camera direct on the photo or use an existing photo, then when you tap the camera, tap Choose Photo or video to save to the Note and it will be png. Tap and hold the photo to share it out as png.
